How charities are registered in Germany

Germany does not have a single national charity regulator. Instead, charitable status is granted by the local tax office (Finanzamt) under sections 51 to 68 of the German Fiscal Code (Abgabenordnung), which defines the purposes considered gemeinnutzig. Associations register in the local Vereinsregister at the district court (Amtsgericht); foundations are supervised by state foundation authorities (Stiftungsaufsicht); social enterprises register as gGmbH in the commercial register. The Deutsches Zentralinstitut fur soziale Fragen (DZI) issues the DZI Spendensiegel for fundraising charities that meet strict standards on management, governance, and donation use, and it is widely considered the most important trust mark in the German donation sector. The German Council of Foundations (Bundesverband Deutscher Stiftungen) and VENRO (the umbrella body for development NGOs) provide additional governance benchmarks.
