Hlavním cílem činnosti ústavu je aktivně přispívat k výchově nastupujících generaci k hrdosti, vlastenectví a schopnosti čelit krizovým situacím, k budování aktivní občanské společnosti schopné efektivně hájit svou národní suverenitu a k posilování občanské spoluzodpovědnosti za všeobecnou bezpečnost a obranu České republiky v případě jejího ohrožení, a to zejména prostřednictvím následujících společensky a hospodářsky užitečných činností, tj.: a. zvyšování úrovně znalostí a dovedností v oblasti obrany a bezpečnosti fyzických a právnických osob z řad laické i odborné veřejnosti, b. shromažďovat a vyhodnocovat dostupné informace týkajících se problematiky obrany a bezpečnosti, zpracovávat analýzy a faktografické podklady, podle potřeby vytvářet pracovní sítě spolupracujících osob, subjektů nebo jejich skupin a zajišťovat jejich vzájemnou koordinaci, c. v přímé návaznosti na nejlepší tradice českého obranného průmyslu vyhledávat vědecké a technické objevy, poznatky, zkušenosti a další znalosti související obecně s obranou a bezpečností, aktivně přispívat k jejich zachování, obnově a k dalšímu rozvoji tohoto národního fondu významného obranného a bezpečnostního know-how, d. aktivně navazovat a udržovat potřebné kontakty v tuzemském i mezinárodním prostředí a podle možnosti se spolu podílet na řešení úkolů v oblasti mezinárodní spolupráce v oblasti obrany a bezpečnosti, e. poskytovat podporu výzkumným, inovativním a technologickým projektům v různých oblastech obrany a bezpečnosti spolu s všestranným využitím všech možností veřejné podpory pro rozvoj těchto schopností, f. zajišťovat šíření informací z oblasti obrany a bezpečnosti, zajišťovat trvalou komunikaci a spolupráci s laickou i odbornou veřejností, s dalšími vzdělávacími organizacemi, s orgány státní a veřejné moci, se státními i nestátními subjekty zainteresovanými na zajišťování obrany a bezpečnosti České republiky.
