Not every dollar in a community development charity's filing was ever meant to be spent on programs: loan funds and affordable housing capital that pass through to borrowers and developers can inflate reported revenue well beyond what a neighborhood association running a single job-training class will ever show. This list only counts organizations that publish annual figures, so many grassroots community groups, and those in countries with lighter reporting requirements, are missing from the data rather than ranked behind larger peers. Revenue size says nothing about the strength of a community's actual outcomes.
