Revenue at the top of an animal welfare ranking rarely comes from one shelter: it usually comes from a federation whose filing combines dozens of local chapters, or from a sanctuary carrying the year-round cost of large-animal veterinary care and land. A rescue group with a handful of volunteers and a spay-neuter budget will never approach that scale, no matter how many animals it helps. This list only includes organizations that publish annual figures, so a well-run charity that files quietly, or one based where disclosure rules are lighter, may simply not be counted here.
