The purpose and mission of the Institute is research, creation, application, promotion and support for instruments leading to the rationalization of public policymaking. (a) carry out independent research activities (b) develop and maintain a credible methodology, implement or externally enter a wide set of economic and other research activities, as well as ensure that they are promoted between the professional and the general public; (c) ensuring long-term improvement of the environment, processes and tools for the establishment of public budgets; (d) educational, educational and interest activities for the professional and general public fulfilling the purpose of the Institute. The subject of the Institute's secondary activities shall be in particular: (a) publication activities fulfilling the purpose of the Institute; (b) organisation of leisure activities for various public groups aimed at areas supported in accordance with the purpose of the Institute; (c) other activities carried out to ensure the purpose of the Institute and at the same time with the written consent of the Management Board.

Účelem a misí ústavu je výzkum, tvorba, aplikace, propagace a podpora nástrojů vedoucích k racionalizaci tvorby veřejných politik. Předmětem hlavní činnosti ústavu je zejména: a)provádět nezávislou výzkumnou činnost b) vyvinout a udržovat kredibilní metodologii, provádět anebo externě zadávat širokou sadu ekonomických a jiných výzkumů a také zajistit jejich propagaci mezi odbornou i širokou veřejností, c)zajištění dlouhodobého zlepšení prostředí, procesů a nástrojů pro vytváření veřejných rozpočtů, d)vzdělávací, osvětová a zájmová činnost pro odbornou i širokou veřejnost naplňující účel ústavu. Předmětem vedlejší činnosti ústavu je zejména: a)publikační činnost naplňující účel ústavu, b)organizace volnočasových aktivit pro různé skupiny veřejnosti zaměřené na oblasti podporované v souladu s účelem ústavu, c)další aktivity vykonávané k zajištění účelu ústavu a současně s písemným souhlasem správní rady. Ústav může v rámci své vedlejší činnosti podnikat.
