Giving in Estonia

How the charity sector is regulated, what kinds of nonprofits operate, and how to evaluate them before you give.

How many registered associations and foundations are in Estonia, and where does this data come from?

GiveRadar lists 14,816 registered associations and foundations in Estonia. The data comes from the official e-Business Register, or e-äriregister, which brings together information about legal persons registered in Estonia.

The register is developed and managed by the Centre of Registers and Information Systems, or RIK. Every listed association or foundation has an official registry code, or registrikood, which can be used to identify the entity in the public register search.

The directory covers a broad mix of organizations, including groups working in community development, arts and culture, education, science, social services, sport, religion, professional representation and hobbies. It also includes apartment associations. The total therefore describes registered legal forms, not organizations selected for charitable purpose or impact.

What is a mittetulundusühing (MTÜ) and a sihtasutus (SA)?

A mittetulundusühing is a non-profit association formed by members to pursue purposes stated in its articles of association. The Non-profit Associations Act governs this legal form and the register in which it is recorded.

A sihtasutus is a foundation created to administer and use assets for objectives set out in its statutes. Unlike an association, it is not organized around membership. Both forms have legal identity, but either may serve charitable, cultural, educational, community or other lawful purposes.

These legal forms help donors understand how an organization is structured. They do not, by themselves, establish public benefit, financial strength or the effectiveness of a particular program.

Is the e-Business Register a charity register?

No. The e-Business Register is not a charity register. It registers all associations and foundations covered by the relevant legal framework. Registration establishes legal status and makes official particulars available. It is not a decision that an organization is charitable, operates in the public interest or should receive donations.

The RIK register services also cover other registered legal persons. A listing should therefore be treated as evidence of legal registration, not as charitable accreditation, endorsement or proof of impact.

GiveRadar uses this official information to support discovery and comparison. Inclusion in the directory does not mean that GiveRadar has verified a fundraising campaign, bank account, program outcome or proposed use of donations.

Are donations to Estonian nonprofits tax deductible?

Donations may qualify for Estonian tax relief when the recipient appears on the separate list of associations benefiting from income tax incentives. Its Estonian name is tulumaksusoodustusega mittetulundusühingute, sihtasutuste ja usuliste ühenduste nimekiri.

The list is administered by the Estonian Tax and Customs Board, or Maksu- ja Tolliamet. The Board describes listed organizations as operating charitably and in the public interest. Inclusion can provide donation-related tax advantages, subject to the applicable conditions and documentation.

Registration in the e-Business Register alone does not make a donation deductible. Donors should confirm the recipient's current tax-incentive status and retain appropriate evidence of the gift. The recipient may also need sufficient identifying information to report the donation correctly.

How do you check an Estonian nonprofit before you donate?

Check legal registration and tax-incentive eligibility separately. Also compare the fundraising request with the organization's stated objectives, published contact details and official payment information. No single register search proves that a campaign is genuine or that an organization will produce the promised results.

  • Search the e-Business Register by the organization's exact name or registry code.
  • Check its current status and review its statute, or põhikiri, to understand its registered objectives and governance.
  • Check the Tax and Customs Board's public inquiries for its current inclusion on the tax-incentives list.

How can you donate to charities and causes in Estonia?

Use GiveRadar's Estonia directory to explore registered associations and foundations by cause and location. Open an organization's profile, review its legal identity and available disclosures, then follow a donation channel published through the organization's official website or verified contact details.

Before sending money, confirm that the recipient name and registry code match the official record. Ask how the gift will be used, whether it is restricted to a particular program and what acknowledgement you will receive. If tax relief matters, verify the recipient through the Tax and Customs Board before donating.

A GiveRadar listing is a research aid, not a charitable endorsement or guarantee of impact. Read the GiveRadar methodology and donor guidance for further checks, then keep the donation confirmation and any correspondence describing the intended use of your gift.

FAQ

Common questions

How many charities and nonprofits are in Estonia?

GiveRadar covers 14,816 registered associations and foundations in Estonia. They include charities, community groups, sports bodies, apartment associations and other nonprofits. The figure comes from a general legal register, so inclusion confirms registration but does not establish charitable purpose, public benefit or impact.

Is Estonia's e-Business Register a charity register?

Estonia's e-Business Register is not a charity register. It covers all registered associations and foundations, including sports, apartment, hobby, professional and charitable bodies. A record confirms legal existence and supplies a registry code, but it does not certify public benefit, effectiveness or eligibility for donation tax incentives.

What is an MTÜ in Estonia?

An MTÜ in Estonia is a mittetulundusühing, or non-profit association. It is a registered legal form that can serve community, cultural, sporting, professional, humanitarian or other purposes. Because the category is broader than charity, donors should examine its objectives, current status, representatives and activities before giving.

What is an SA in Estonia?

An SA in Estonia is a sihtasutus, or foundation. It is one of the legal forms included in the e-Business Register alongside non-profit associations. Foundation status confirms how the organization is constituted, but does not by itself prove charitable purpose, donor tax relief, sound governance, effectiveness or trustworthy fundraising.

Are donations to Estonian nonprofits tax deductible?

Donations to Estonian nonprofits may receive tax treatment when the recipient appears on the separate Tax and Customs Board tax-incentives list and the applicable conditions are met. Registration as an MTÜ or SA alone is insufficient, so donors should confirm the recipient by registry code before assuming relief.

How can I verify an Estonian nonprofit?

Verify an Estonian nonprofit by matching its exact name and registry code in the e-Business Register. Check its legal form, current status, address and representatives, then review its objectives and donation instructions. If tax treatment matters, confirm the same registry code on the separate Tax and Customs Board list.

Which causes are most common among Estonian organizations?

Community development is Estonia's leading identified cause with 3,399 organizations. Arts and culture follows with 2,658 and education with 2,459, alongside a broad other group. The varied mix reflects a general register containing charities, NGOs, clubs and associations, rather than a directory limited to charitable bodies.

Where are the most nonprofits registered in Estonia?

Harju has Estonia's largest concentration with 6,360 registered organizations, while Tallinn leads localities with 4,707. Tartu follows with 1,798 at county level and 1,348 at city level. These are registered addresses, so the figures do not necessarily describe where programs, fundraising or services operate.
