How many NGOs are there in Kuwait, and who registers them?
GiveRadar tracks 60 NGOs and charities in Kuwait. This is a curated directory compiled from arab.org, not the official register. Kuwaiti charitable societies and public-welfare associations are licensed by the Ministry of Social Affairs under Law No. 24 of 1962, with their statutes published in the Official Gazette.
The ministry does not publish a complete searchable register, so GiveRadar's list is a directory, not that record. It shows an organization exists and what it does, not that it is currently licensed.
Is charitable fundraising controlled in Kuwait?
Yes, strictly. Individuals and organisations may not collect public donations without prior authorization from the Ministry of Social Affairs, and campaigns and advertisements also require approval.
Unlicensed fundraising is illegal, so a donor should verify both the organisation and the specific campaign or collection authorization through the government's charity information and the ministry.
What does registration in Kuwait prove, and what does it not?
A licence supports that a society was legally established, gained legal personality and was approved to pursue its stated purposes. It is legal recognition, not a verdict on the organisation.
It does not prove present good standing, financial health, governance quality or impact, nor authorization for every project or fundraising campaign. Kuwait also has no personal income tax, so registration is not a tax-exemption certificate.
How do you check a Kuwaiti charity before you donate?
Confirm the society's licence with the Ministry of Social Affairs and check that its campaign is separately authorised. A name in a directory is a starting point, not proof of standing.
- Verify the organisation and its gazette notice through the government's charity services.
- Confirm any fundraising campaign is licensed before giving.
- Ask for recent accounts and evidence of completed work.
- See GiveRadar's integrity score methodology for what each data point proves.
