Die im BDKJ organisierten katholischen Jugend- und Diözesanverbände befähigen Kinder und Jugendliche zu kritischem Urteil und eigenständigem Handeln aus christlicher Verantwortung. Dazu gehört der Einsatz für eine gerechte und solidarische Welt. Er versteht sich als gesellschaftliche Kraft in der Kirche und wirkt an der Fortentwicklung von Kirche, Gesellschaft, Staat und internationalen Beziehungen mit. Darüber hinaus kümmert sich der BDKJ um die Absicherung der finanziellen Förderung und unterstützt die katholischen Jugendverbände als Dachorganisation in vielen Belangen der Kinder- und Jugendarbeit. Wesentliche Kernaufgabe des BDKJ ist die Vertretung der Interessen von Kindern, Jugendlichen und jungen Erwachsenen in Politik, Kirche und Gesellschaft. Diese leitet sich aus der Bundesordnung und dem Grundsatzprogramm des BDKJ ab und begründet die Tätigkeiten des BDKJ im Bereich der Lobbyarbeit. Im Rahmen der Lobbyarbeit bringt sich der BDKJ in tagespolitische Diskussionen ein, sucht den Dialog mit politischen Entscheidungsträger*innen und bezieht Stellung zu aktuellen Gesetzesvorhaben. Dieses geschieht einerseits durch den Versand von eigenen Beschlüssen der Gremien des BDKJ und daraus abgeleiteter Positionspapiere sowie andererseits durch persönliche Gespräche auf Fachebene und der Teilnahme an bzw. der Durchführung von selbstorganisierten anlassbezogenen Informations-, Diskussions- und Netzwerkveranstaltungen. Ziel und Zweck der Interessenvertretung des BDKJ ist es, relevante kinder- und jugendpolitische Aspekte in aktuellen tagespolitischen Diskussionen zu adressieren und je eigene Impulse in laufende Gesetzgebungsverfahren aus Perspektive junger Menschen einzubringen. Der BDKJ-Bundesverband wendet sich mit seinen Lobbyaktivitäten dabei insbesondere an die Mitglieder des Deutschen Bundestags, die Bundesregierung und Bundesministerien sowie Vertreter*innen von Ministerien und Behörden auf bundes- und europapolitischer Ebene.
