当法人は、障害者団体、障害者関連団体、障害者支援団体（以下「障害者団体等」という。）、障害者及び一般市民に対して、障害者の生活支援に関する事業、障害者団体等の活動支援に関する事業及び障害者福祉に関する啓発事業等を行い、もって障害者福祉の向上に寄与することを目的とする。
静岡市障害者協会は、平成１７年に発足し、三障がい（身体・知的・精神）の各団体が、障がいの種別を超えて結集し、近年では、発達障がい、難病の団体も会員となり、相互の連携、活動の支援、社会参加の促進、市民への啓発などの事業を行っています。静岡市から基幹相談支援センターと障害者虐待防止センターの業務を受託しています。
