Concern over population issues in the 1950s (including rapid population growth and high maternal and infant mortality) prompted community leaders and health professionals to pioneer the family planning movement in Indonesia. In 1957, at a meeting at the Indonesian Doctors Association office, Perkumpulan Keluarga Berencana Indonesia (PKBI) was formally established, initiated by Dr. dr. H.R. Soeharto, personal physician to President Soekarno, along with gynaecologists including Prof. Sarwono Prawirohardjo and others. PKBI Daerah Bali was officially founded in 1959. In 1985 the Bali clinic opened on Jalan Imam Bonjol; in 1988 the Responsible Youth Movement was launched as the forerunner of the youth program; in 1991 the clinic relocated to its current location on Jalan Gatot Subroto; and in 1994 the KISARA youth program was established. From 2000 to the present, PKBI Daerah Bali has been a government partner in implementing reproductive and sexual health education in and out of schools and providing family planning, HIV, STI, and reproductive health services for the community, especially vulnerable groups. In 2022, dr. Soeharto was officially designated a National Hero of Indonesia by President Joko Widodo.
