Project PEARLS traces its roots to 2008, when founder Melissa Villa began helping her childhood friend Luz and her two young daughters. In 2010, haunting photographs by Belgian photojournalist Sidney Snoeck of a community called Ulingan - a "charcoal factory" where families lived in extreme poverty - moved Melissa to act. She, her family, and a group of volunteers founded Project PEARLS and began working in Ulingan. In 2013, the families were relocated to a new community in Bulacan. Project PEARLS was formally registered as a non-stock, non-profit organisation under the laws of the Republic of the Philippines with the Securities and Exchange Commission (SEC) on June 6, 2011, with Company Registration Number CN201109816.
